The international aviation experienced a tremendous growth after the second world war. With more airplanes at the disposal and a longer period of peaceful economic growth, the number of airlines passengers had grown from 9 millions in 1945 to about 1.25 billion passengers 50 years later.

With the increasing international flights, the leadership saw the needs to coordinate the operational techniques and the related law. The system and infrastructure will support the ensure the safety and reliability of air transportation.

In fact, the problems was seen in advanced by some parties and some of the conventions were held much earlier.
The famous conventions are:
- The Paris Convention of 1919
- The Warsaw Convention of 1929
- The Chicago Convention of 1944
These conventions are shaping the aviation in the subsequent years and still relevant today.
